and the need for consulting His Majesty's Government as to any further steps to be taken if he has reason to believe that the contracts are not being carried out as speedily as possible. In this connection, I am to refer to the letter from this Department of the 14 May dealing with the position in Canada, which explains that there are advantages in not taking over the building contracts until the completion of the ships, and to say that the Controller would wish that the Governor of Hong Kong should not actually exercise the
option of purchase until the ships have been completed and ascertained to be properly constructed.
